FATA and NWFP Taliban India Security CHAPTER I INTRODUCTION â€Å"A host of wandering Talib-ul-ilums, who correspond with the theological students in Turkey and live free at the expense of the people.† Winston Churchill, 1898[1] 1. The present ongoing conflict in Pakistans tribal belt and in Afghanistan has serious security implications for India. The Mehsuds, Wazirs and Afridis were the tribals used by the Pakistan Army in 1947-48 to attack the state of Jammu and Kashmir, leading to occupation of what is now called the Pakistan Occupied Kashmir (POK). The Pakistan Army again used them before and during the war of 1965. Zia-ul-Haq used them for suppressing a Shia revolt in Gilgit in 1988[2]. The same elements were again used to infiltrate into Kargil, leading to Kargil War. 2. If the US and other NATO forces fail to prevail over these Terrorist Tribesmen in the Pakistan-Afghanistan tribal belt, these tribesmen, fresh from their victories in that region, would move over to Kashmir to resume their aggression against India. What we are now seeing in Kashmir is the beginning of the end of one phase of the aggression involving Terrorists of the 1980s vintage. We might see the beginning of a new phase involving better-trained and better-motivated Terrorists of the latest stock. 3. The tribal belt of Pakistan and Afghanistan was the chess board of the ‘Big Game played between colonial powers. The British established ‘Durand Line† demarcating the tribal areas which could not be governed. The British encouraged raising and maintenance of militia in FATA and NWFP, so as to thwart the Russian designs in South Asia, especially India[3]. The area was kept as a buffer to the Russian empire which had reached up to modern Uzbekistan. 4. The militia tribesmen of FATA and NWFP, after the departure of British from the subcontinent, were utilised operationally for the first time by Pakistan in 1947 against India. This strategy highlighted the advantage of utilising non state actors as means of aggression. The tribal invasion of 1947 resulted in occupation of approximately 35% of J K by Pakistan.[4] 5. Approximately 70,000 tribesmen attacked India in 1947 and were driven back up to LOC till ceasefire agreement in 1948[5]. These tribesmen after the attack dispersed back into tribal areas of FATA and NWFP. The tribal populace thereafter supported and participated in the resistance movement confronting the Soviets in Afghanistan. The Soviets withdrew from Afghanistan in 1988, and full attention of these insurgent tribes was shifted to India. The existence of these elements in the FATA and NWFP was not given due consideration by India till late 1980s when insurgency erupted in J K. In past, the tribal militia had no name, but now to keep pace with the media and generate support, the tribesmen have assigned names/nomenclature to their organisations; the most prominent nomenclature amongst all of them being the Taliban[6]. 6. The Taliban is an ideology which majority of insurgent groups find easy to imbibe. The various warring tribes in FATA and NWFP have come under a common umbrella of Taliban ideology in recent years. The main cause for this mass acceptance of Taliban ideology is due to large influx of Al-Qaida operatives post US led â€Å"War on Terror.[7] 7. The resurgence of the Taliban and ongoing CI operations by Pakistan army, along with deteriorating situation in FATA and NWFP has major security implications for India. The proximity of North Indian frontiers to the conflict zone coupled with the current insurgency in JK, the need of the hour is to redefine security policy and take speedy initiatives to put effective deterrent in place. METHODOLOGY 8. Statement of Problem. Considering the continued aggressive attitude of the tribesmen from FATA and NWFP in the past towards India, their reorganisation under Taliban leading to current conflict in Pakistan may result in renewed and increased threat to the North Indian frontiers. The paper seeks to highlight that the Taliban are a threat in being for Indias security. 9. Hypothesis. There is an urgent need to identify the critical vulnerabilities of the Taliban and identify additional security initiatives that need to be undertaken by India. Justification of the Study 10. The threat of Taliban from FATA and NWFP to North Indian frontiers has been underestimated. The tribes in FATA and NWFP have existed as militia and mercenaries for over 100 years; however they have been given nomenclature/name like Taliban only recently. The first organised offensive of these tribesmen into India was in 1947 to annexe the state of J K. Thereafter, since 1990 these tribesmen have infiltrated into J K state as foreign mercenaries / terrorists fuelling insurgency. 11. Considering the continued aggression and threat from the tribesmen from FATA and NWFP since independence of India, there exists a knowledge gap with regard to their origins. Relatively little research has been directed towards exploring their transformation into an umbrella organisation the Taliban, probably because of the obvious difficulties with studying a covert organisation. The absence of a logical explanation for the existence of these aggressive tribesmen as mercenaries and militia has complicated the threat evaluation process. This study describes the Taliban phenomenon, elaborates upon their strengths and weaknesses. The study endeavours to predict the Talibans future strategic course of action and recommends measures to counter their strengths and exploit their weaknesses in order to design a formidable CI/CT effort. The Taliban have emerged as front runner terrorist outfit in the troubled FATA and NWFP. The study of their ideology will also provide inputs towards the ir grand strategy and objectives. All these inputs will enable correct assessment of security threat to India and aid in development of strategy to counter this menace. The thesis may also be of interest to field operatives, helping them to understand their adversary. 12. Scope. The history bears the testimony to the vulnerability of Indian sub continent to invasions from North Western Frontiers. The rise of Taliban in FATA and NWFP of Pakistan, their reorganisation and rejuvenation is of grave concern to India, which cannot be ignored. The paper focuses on the history, ideology and overall grand strategy of Taliban highlighting the impending threat to India and way ahead. Method of Data Collection 13. The data for this paper has been collected primarily through secondary sources, the books available in the library. Some material has also been garnered from various college lectures. Periodicals and papers written by famous socialists and historians have also been referred to. Bibliography is placed at appendix A. 14. Tertiary sources include various articles compiled and published from time to time by renowned authors in various reference books and articles available from the internet. Organisation of dissertation 15. It is proposed to study the subject in the following manner:- (a) Chapter I: Introduction. This chapter describes the purpose of the thesis and the statement of problem. It argues the need for developing a broader understanding of the Taliban in order to develop a better approach to deal with counterinsurgency and counter-terrorism efforts in the North Western frontiers. (b) Chapter II: The Problem Genesis. This chapter covers the historical perspective of the problem. The chapter brings out the circumstances leading to the genesis of the Taliban phenomenon. (c) Chapter III: The Taliban Organisation. Chapter III focuses on the structure of the Taliban. The chapter analyses their formal and informal layout and operational mechanisms. The leadership and decision-making processes of Taliban will also be highlighted to assess the motivation and beliefs of Taliban operatives to give a better understanding of their recruitment and human resource processes. (d) Chapter IV: Analysis of Taliban. Chapter IV analyses the strengths and weaknesses of Taliban utilising the Commanders Estimate of Situation method. The Strategic and Operational Objectives are derived from research. These are analysed to determine strategic and operational Centres of Gravity. Finally critical vulnerabilities are determined, which will be utilised to develop Indian Course of Action to tackle the Taliban menace. (e) Chapter V: Taliban Threat An Indian Perspective. This chapter brings out the national opinion on the existence of Taliban threat. The chapter highlights the vulnerabilities of India and its borders and the threat in being. (f) Chapter VI: Recommendations and Way Out. The final chapter gives a way out for overcoming the emerging Taliban threat. The chapter will suggest recommendations for planning effective CI/CT strategies to counter the Taliban strengths and exploit their weaknesses. CHAPTER II THE PROBLEM GENESIS â€Å"If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.† Sun Tzu[8] 1. Introduction. The study of background leading to genesis of Taliban will help in identifying the patterns of past actions of Taliban and aid in analysing current behaviour. This chapter will cover various aspects of Taliban history, highlighting the influence of ancient tribal warrior culture, the invasion by USSR leading to rise of Mujahideen[9], relevance of Madrassas[10] and their religious ideology, civil war following withdrawal of USSR forces, Rise of Taliban, the downfall of Taliban and current insurgency in the Afpak region. [11] History 2. Throughout the history invaders have tried in vain to overpower the Pashtun dominated region of Afpak. The first recorded invasion of this region was by Alexander in 326 BC, thereafter a number of armies appeared on the scene including those of Persian Empire, Huns, Turks, Mongols, British, Russians and recent ones being the US troops[12]. The conquerors were either defeated or absorbed into the tribal culture of the Pashtuns thereby maintaining the independence of the region. Despite the apparent ease in conquering the Pashtun areas, no outside power has ever been able to completely subdue it. The tribal and military orientation has shaped the culture and outlook of the area. As Johnson writes, â€Å"A Pashtun is never at peace, except when he is at war.†[13] The people of this region have therefore for centuries been inclined to reject any form of strict authority even at the cost of discord and insecurity.[14] 3. The â€Å"Great Game† in nineteenth century shaped the current political landscape of the region. The Pashtuns had their first encounter with modern military power through three Anglo- Afghan Wars in 1839, 1878 and 1919[15]. Both Russia and Britain desperately tried to get a foothold in Afghanistan, but were unable to gain headway. Finally both parties agreed to create a buffer in shape of Afghanistan between their zones of influence. The international boundary known as Durand Line was drawn between British India and Afghanistan in 1893[16]. The Pashtuns continued to maintain strong ethnic and family connections across the international boundary. The British accorded the tribes on other side of border a semi autonomous status that was maintained after creation of Pakistan in 1947 in the form of FATA[17]. 4. The Pashtun areas on both sides of Durand Line continued to exist peacefully till 1973, when Zahir Shahs four decade rule ended. The instability after his departure resulted in emergence of Communist ideological Peoples Democratic Party of Afghanistan and it finally overthrew government in 1978. The Communist reform package, which included drastic changes in land ownership, new taxes, compulsory education for women, and participation of women in non-traditional roles in society, was resisted by traditional and orthodox religious elements of Afghanistan, led by the Mujahedeen of Afghanistan. As Larry P Goodson commented â€Å"These reforms struck at the very heart of the socio-economic structure of Afghanistans rural society; indeed, their sudden nationwide introduction, with no preliminary pilot programs, suggest that this was their real purpose.†[18]Finally, Soviet Union deployed troops in Afghanistan in December 1979 to aid their communist ally against the Islamic militia s and to counter the threat of radical Islamist power along its soft underbelly of the Muslim majority Central Asian republics. The Soviet involvement led to increased Mujahedeen resistance and calls for jihad.[19] 5. The ten year occupation resulted in Soviet 40th army loosing 13,883 personnel, plus 650 more in affiliated units. Despite heavy investments in men and material the Soviets were not able to gain unopposed access. Therefore after a long and costly counter insurgency effort the Soviet Union withdrew its forces from Afghanistan in Feb 1989, leaving a Communist Government headed by Najibullah.[20] 6. The exit of Soviet forces was followed by a civil war which resulted in overthrow of Najibullahs government in April 1992. The defeat of the communist government revealed the differences in the fractured alliances of Mujahedeen parties[21]. Each faction had its leader or warlord in a geographical region of the country with aspirations for power. In fighting broke out among the warlords leading to widespread looting and rapine. This strife between the warlords and a war weary population set the stage for the radical ideas of the Taliban to so easily take hold in Afghanistan. â€Å"The Taliban mythology cites their creation as a reaction to the injustices that were perpetrated during the mujahedin era of Afghan politics.†[22] 7. The cadre of the Taliban emerged from the Pashtun refugee camps. It was there, in some of the Madrassas, that a selectively interpreted version of Islam, Wahabism[23], influenced students (talib) to adopt an ultraconservative approach to social issues and politics[24]. Despite differences with the fundamentalist religion espoused by the Taliban, the people gathered behind them because of promises to deliver peace by eliminating the menace of the warlords and narcotics. This tradition and the aura of a righteous religious student on the quest for peace gave students immense rapport with the Pashtun people. The popularity of the Taliban rapidly spread and they experienced continued success in consolidating power. 8. On 10 Nov 1994 Taliban seized Kandahar, the organisation gained religious legitimacy among the Pashtuns when their leader, Mullah Muhammad Omar, wore the sacred cloak of Prophet Mohammad in public and declared himself Amir Al-Muminin (leader of the Faithful)[25]. This event can be considered turning point in the Taliban movement for providing it a charismatic leader, who could thereafter take advantage of the tribal religious sentiments of Pashtuns. 9. After the control of Kandahar, the Taliban progressed in quick succession and by 1997 controlled 95% of Afghanistan. The Taliban established order in Afghanistan, but it was of a fearsome medieval kind. The Talibans government policy had become well known. Women were rendered anonymous, refused work or education. Justice was implemented by Islamic law. Television, music and photographs were banned. Gradually, the Taliban led by Mullah Muhammad Omar lost support of international community and afghan populace due to very strict enforcement of its version of Islamic law. Mullah Omar during his reign in Afghanistan interacted with Osama bin Laden and Taliban hosted Al Qaeda training camps. 10. The attack on United States of America on 11 Sep 01 by Al Qaeda operatives and the Talibans refusal to extradite bin Laden led to launch of Operation Enduring Freedom (OEF). The operation resulted in rapid fall of Taliban and Al Qaeda in Afghanistan. The majority of Taliban fighters dispersed back into Afghan society, while its leadership went underground. [26] 11. In the Pakistani border areas with Afghanistan, the FATA and areas of NWFP, the tribal populace had supported the Taliban movement since its inception. The populace in these areas has been at odds with the Pakistani security forces since its independence. 12. The current problem of insurgency in Pakistan has roots in the Soviet invasion of Afghanistan, when FATA was used as launch pad for Mujahedeen sponsored by Pakistan and U.S. These areas turned into hotbed of terrorism, which was further fuelled by Madrassas, continued supply of modern weapons from U.S and heavy influx of Afghan refugees. Once the Soviets were ousted from Afghanistan, majority of foreign Mujahideen settled in FATA and NWFP. The radical elements in FATA and NWFP supported the Taliban after commencement of Operation Enduring Freedom. Therefore Pakistani government became a target for its crucial support to OEF. Pakistani troops are heavily committed to FATA and NWFP, currently over 1, 00,000 troops are deployed to counter pro Taliban terrorists[27]. On 14 Dec 07, the Taliban â€Å"movement† in Pakistan coalesced under the leadership of Baitullah Mehsud to form an umbrella organization called Tehrik-i-Taliban Pakistan (TTP)[28], having allegiance to Mullah Om ar. Environment 13. The Taliban is an organisation and therefore dependent on environment. The environment in which they operate places constraints and also provides for opportunities. The major components of environment are discussed below. 14. Physical Environment. The most important environmental factor is the physical terrain in which the Taliban operate. The terrain in Afghanistan, FATA and NWFP is very harsh and mountainous covering an approximate area of 270,000 sq miles. The harsh and inaccessible mountainous terrain is conducive for insurgent activities. The area also has inaccessible spaces which are governed by tribes that allow terrorists freedom of manoeuvre[29], while it makes organised conventional military operations ineffective and expensive in terms of troops and resources. The rugged geography has embodied the regions culture, which has remained unaffected by time. 15. Culture. The culture is most important factor concerning the situation. The culture of area depends greatly on Pashtunwali code of honour that predates Islam and is specific to the Pashtun tribes.[31] The Pashtunwali is the traditional norm by which people of Pashtun tribes are expected to conduct themselves. A Pashtun must adhere to the code to maintain his honour and to retain his identity. If one violates this code they are subject to the verdict of Jirga.[32] 16. Religion. The religion is another pillar of the Taliban, Afghanistanis are 99 % Muslim, consisting of 80 % Sunni and 19 % Shia[33]. In Afghanistan, Islam has been mixed with pre-Islamic beliefs and tribal customs of Pashtunwali[34]. The Taliban transformed the tradition to ultra-conservative interpretation of Islam. The basics of this ideology stem from Madrassas founded during the Soviet Afghan war. The increased influence of Saudi Arabia lead to Madrassas shift to orthodox Islam which looks to â€Å"follow Salafist model and thoughts†[35]. The attraction of Salafi movement is rooted in its ability to provide a domain in which a resistance identity is created through discourses, symbols and everyday practices. Within this the members are required to organise themselves into small tight-knit communities that stand distinctly apart from open society. To some extent it can be identified as a sect, demanding complete loyalty, unwavering belief and rigid adherence to a distinctive lifestyl e.[36] However as written by Rashid â€Å"The Taliban represented nobody but themselves and they recognised no Islam except their own.† The majority of Afghanistans populace did not traditionally follow this interpretation of the religion but had to contend with its enforcement during the Taliban reign.[37] 17. Ethnicity. The ethnic breakdown of Afghanistan and Tribal areas of Pakistan is as follows[38]:- Ser No Tribe Percentage (a) Pashtun 42 (b) Aimak 4 (c) Tajik 27 (d) Turkmen 3 (e) Hazara 9 (f) Balochi 2 (g) Uzbek 9 (h) Others 4 Table 1 18. The Pashtuns have a majority in the Taliban Organisation, with minimal participation of other tribes. As a result during the Taliban rule and ensuing insurgency other tribes were targets of attacks. The coalition of northern tribes (Turkman, Tajik and Uzbek) made up bulk of the northern alliance troops that allied with US troops to overthrow Taliban in 2001. 19. Pashtun Tribal Breakdown. The Pashtuns are further sub-divided into several tribes and sub-tribes spread throughout Afghanistan and Pakistan. The Pashtuns in Pakistan are larger in number than those of Afghanistan and are mostly concentrated in FATA and NWFP. These tribes are interconnected in a complex interplay of obscure genealogies, mythical folklore, historical alliances and conflicts, which makes it very difficult to differentiate and draw lines between the groups. However, there are five major tribal groups of Pashtuns in Afghanistan and Pakistan. These are the Durranis, Ghilzai, Karlanri, Sarbani and Ghurghusht, with Durrani and Ghilzai as the most influential (Figure 3).[40] 20. Since 1747, the Durrani tribal confederation has provided the leadership within the Southern Pashtun areas. The trend started with Ahmad Shah Durrani, when he founded the monarchy. Ahmad Shah is considered the founder of modern Afghanistan because he was able to unite the factional tribes. The present President of Afghanistan is also from Durrani tribe. The traditional folklore connects the Durranis with the Sarbani tribal group.[41] 21. The Ghilzai tribal group, which is concentrated in the eastern Afghanistan, has historically been an arch-rival of the Durranis. Some of the important leaders of Taliban today, including Mullah Omar belong to this tribal group.[42] 22. The Karlanris are the third largest group of the Pashtun tribes and are referred to as the hill tribes. They occupy the border areas between Pakistan and Afghanistan in Waziristan, Kurram and Peshawar.[43] 23. The Sarbani are divided into two major geographically separated groups. The larger group is located north of Peshawar, while the smaller one is scattered in northern Balochistan. This group because of their links with the Durranis are considered part of the traditional aristocracy of Pashtun tribes.[44] 24. The last major group is Ghurghusht. These are settled throughout northern Balochistan.[45] Some factions of this tribe can also be found in NWFP. Resources 25. The primary sources and assets available to Taliban are religious militant outfits, human terrain[46] or manpower and opium trade. The analysis of Taliban resources can be carried out by determining the availability and quality. The religious militant outfits include Al Qaida and similar sectarian organisations. The Al Qaida provides vital support to the Taliban organisation. The support of Al Qaeda provided the Taliban cause legitimacy in a multitude of intercontinental terrorist organisations. The Al Qaeda leader Osama bin Laden pledged his support to Mullah Omar, the leader of Taliban. Al Qaeda provides Taliban with assistance in form of financial support, manpower, technology (high end weapons) and training.[47] 26. The other strong supporters of Taliban include Tehreek-i-Nifaz-i-Shariat-i-Muhammadi (TNSM), which is active in the FATA and Swat regions of NWFP. [48] There are other supporting insurgent groups from central Asia like Islamic Movement of Uzbekistan (IMU) and Turkestan Islamic Movement (ETIM). 27. Few of the Madrassas in the Pashtun belt propagate radical version of Islamic ideology and therefore are convenient recruiting grounds for Taliban. The Leadership of Islamic movement has fallen in the hands of Pashtuns as they were able to oust Soviets. Since the Madrassas had played important role in Anti-Soviet Jihad, these institutions acquired reputation of both as recruiting grounds for Mujahidin and centres of learning.[49] 28. Human terrain. The human terrain [50] is most important asset for the survival of Taliban. There are approximately 28 million Pashtuns in Afghanistan and Pakistan. This large pool of Pashtuns provides recruits, support personnel, money, weapons and an intelligence network to aid in waging insurgency. 29. The Pashtuns have been amenable to Taliban, as they do not dominate the Kabul administration. The Pashtun mistrust of the government was further heightened by inability of Afghan Transitional Administration, as it could not protect Pashtuns from human rights abuses from the warlords and insurgents since fall of the Taliban government. 30. The people and recruits of Taliban after the fall of Kabul remerged with the local populace, providing outstanding and real time intelligence. With more than two generations of war-hardened inhabitants to select from, the Taliban recruited experienced fighters who know the terrain and can survive harsh environment. In addition a large amount of ordnance, weapons and ammunition, which were stored by Mujahedeen during Afghan -Soviet war; have fallen into the hands of Taliban. The human resource factor cannot be a permanent asset for Taliban due to the power struggle between the Islamic Republic of Afghanistan (IROA) and Taliban. 31. Drug Trade. As per the western accounts, the revenue from drug trafficking and Opium trade in Afghanistan can be considered as an asset for Taliban organisation. The Afghanistan with its increased dependence on revenue from Opium trade has turned into a narco-state.[51] The record of 2006 Opium harvest was estimated at over $ 3 billion.[52] The following years estimates are even higher. Afghanistan currently produces 93 percent of the worlds Opium trade and half of Afghanistans GDP depends on the Opium trade.[53] The share of Taliban from the flourishing opium trade is not available. However, it is established that Taliban capitalise on the drug trade by taxing the farmers, landowners and drug traffickers. 32. Historically, on assuming control of Afghanistan, the Taliban agenda was to eliminate Opium trade[54], but now it has become essential for their survival[55]. The Opium serves three main purposes for Taliban:- (a) It provides the populace an illegal economy to operate outside the umbrella of government, to the detriment of Kabul. The drug traffickers and the Taliban mutually support each other with weapons, personnel and funding in a concerted effort to destabilise the current legitimate Islamic Republic of Afghanistan (IROA) government. (b) It provides necessary funding for the insurgency.[56] (c) It is primarily exported to the west (affects the western society), especially Europe, where 90 % of heroin supply comes from Afghanistan. Other Environmental Factors 33. The other environmental factors that affect Taliban are the regional players in the South Asia, NGOs and Humanitarian agencies and presence of Coalition forces, which include Pakistani and Afghani soldiers. 34. Regional Players. The regional players directly influence the Taliban as they have direct bearing on the overall political scenario affecting the movement. The area of influence of Taliban stretches across Central Asia to the Indian Subcontinent. This area is of immense strategic importance, its components share historical roots, affinities and enmities having overbearing influence on interrelationships and domestic issues. Most of the Afghanistans issues considered as domestic are more likely regional in character.[57] 35. Pakistan. The direct involvement of Pakistan in Soviet-Afghan war, in support of Mujahidin, along with United States of America and Saudi Arabia has created a complex legacy that is affecting Pakistan even today because of continuous turmoil and violence linked to the issue. Pakistan has critical interests in Afghanistans stability because of close economic and cultural links. The stable Afghanistan provides for economic opportunities for Pakistan, as it ensures access to resource rich Central Asian region. The stability will also ensure stability in Pashtun dominated western Pakistan, where at present Taliban presence is destabilising the entire FATA and NWFP. 36. Months after the official beginning of Operation Enduring Freedom, Al Qaeda and Taliban militants poured over Afghanistans border into Pakistan and found refuge in FATA. The region home to more than 3 million Pashtuns was an ideal sanctuary. The tribes native to FATA adhere to the pre-Islamic tribal code of Pashtunwali, which by custom extends assistance to strangers who request protection. By spring 2002, less than a year after the initial invasion of Afghanistan, that sanctuary became even safer after President Bush decided to pull most of Americas Special Operations Forces and CIA paramilitary operatives off the hunt for Osama bin Laden, so they could be redeployed for a possible war in Iraq.[58] All of these factors greatly alleviated pressure on the remaining Taliban and Al Qaeda forces. Between spring 2002 and spring 2008, militants were able to consolidate their holdover north-western Pakistan. Baluchistans capital, Quetta, is home of the Talibans main Shura or council.[59 ] The Talibans overall leader, Mullah Mohammed Omar has found refuge in the city.[60] The support of Pakistan to Taliban is considered essential till they gain strong foothold in Afghanistan. However few western writers contend that the Taliban have already taken control of 10% to 20 % of area in Afghanistan, and therefore no longer require sanctuary in Pakistan. The ISI has already drawn distinction between extremist groups focused on destabilising Pakistan and those primarily concerned with war in Afghanistan. On ground, the Taliban based in Pakistan (TTP) have taken allegiance to Mullah Omar, the supreme Commander of Taliban. Also Pakistan being a strategic partner of coalition forces, the pressure to cleanse the Taliban sanctuaries is mounting.[61] 37. Iran[62]. The proximity of Iran with Afghanistan has not resulted in cultural affinities, except in Herat area. Iran never gave importance to Afghanistan until Soviet invasion. Irans primary focus was on the Persian Gulf region. Afghanistan is today strategically important due to concern that other powers might take advantage of weak state to menace Iran. The Iranian belligerence with Taliban is resulting from their Sunni outlook and prosecution of Shia minorities. At present Iran is interested in expanding its economic role in Afghanistan. A stable afghan state is beneficial to Iran in long run, so it opposes a Taliban led insurgency. However, there have been reports of Iran supporting the Taliban covertly.[63] Iranian actions may be due to close relations of IROA with United States of America. Because of US-Iranian incompatibility, the Iranian long-term strategic interests are in jeopardy due to sustained US presence in Afghanistan. Therefore, Iran may manipulate Taliban insurgency to its ow n advantage.[64] If this situation materialises, the Taliban may be able to overcome some key shortfalls (like advanced anti-air weaponry, guided missiles) and gain inroads into Shia groups in Afghanistan (mainly Hazara tribe). 38. Soviet Central Asian Republics. The former Soviet Central Asian Republics also influence the current situation. Their ethnic ties with the non-Pashtun northern Afghanistan minorities have made them oppose the Taliban due its pro FATA and NWFP Taliban India Security FATA and NWFP Taliban India Security CHAPTER I INTRODUCTION â€Å"A host of wandering Talib-ul-ilums, who correspond with the theological students in Turkey and live free at the expense of the people.† Winston Churchill, 1898[1] 1. The present ongoing conflict in Pakistans tribal belt and in Afghanistan has serious security implications for India. The Mehsuds, Wazirs and Afridis were the tribals used by the Pakistan Army in 1947-48 to attack the state of Jammu and Kashmir, leading to occupation of what is now called the Pakistan Occupied Kashmir (POK). The Pakistan Army again used them before and during the war of 1965. Zia-ul-Haq used them for suppressing a Shia revolt in Gilgit in 1988[2]. The same elements were again used to infiltrate into Kargil, leading to Kargil War. 2. If the US and other NATO forces fail to prevail over these Terrorist Tribesmen in the Pakistan-Afghanistan tribal belt, these tribesmen, fresh from their victories in that region, would move over to Kashmir to resume their aggression against India. What we are now seeing in Kashmir is the beginning of the end of one phase of the aggression involving Terrorists of the 1980s vintage. We might see the beginning of a new phase involving better-trained and better-motivated Terrorists of the latest stock. 3. The tribal belt of Pakistan and Afghanistan was the chess board of the ‘Big Game played between colonial powers. The British established ‘Durand Line† demarcating the tribal areas which could not be governed. The British encouraged raising and maintenance of militia in FATA and NWFP, so as to thwart the Russian designs in South Asia, especially India[3]. The area was kept as a buffer to the Russian empire which had reached up to modern Uzbekistan. 4. The militia tribesmen of FATA and NWFP, after the departure of British from the subcontinent, were utilised operationally for the first time by Pakistan in 1947 against India. This strategy highlighted the advantage of utilising non state actors as means of aggression. The tribal invasion of 1947 resulted in occupation of approximately 35% of J K by Pakistan.[4] 5. Approximately 70,000 tribesmen attacked India in 1947 and were driven back up to LOC till ceasefire agreement in 1948[5]. These tribesmen after the attack dispersed back into tribal areas of FATA and NWFP. The tribal populace thereafter supported and participated in the resistance movement confronting the Soviets in Afghanistan. The Soviets withdrew from Afghanistan in 1988, and full attention of these insurgent tribes was shifted to India. The existence of these elements in the FATA and NWFP was not given due consideration by India till late 1980s when insurgency erupted in J K. In past, the tribal militia had no name, but now to keep pace with the media and generate support, the tribesmen have assigned names/nomenclature to their organisations; the most prominent nomenclature amongst all of them being the Taliban[6]. 6. The Taliban is an ideology which majority of insurgent groups find easy to imbibe. The various warring tribes in FATA and NWFP have come under a common umbrella of Taliban ideology in recent years. The main cause for this mass acceptance of Taliban ideology is due to large influx of Al-Qaida operatives post US led â€Å"War on Terror.[7] 7. The resurgence of the Taliban and ongoing CI operations by Pakistan army, along with deteriorating situation in FATA and NWFP has major security implications for India. The proximity of North Indian frontiers to the conflict zone coupled with the current insurgency in JK, the need of the hour is to redefine security policy and take speedy initiatives to put effective deterrent in place. METHODOLOGY 8. Statement of Problem. Considering the continued aggressive attitude of the tribesmen from FATA and NWFP in the past towards India, their reorganisation under Taliban leading to current conflict in Pakistan may result in renewed and increased threat to the North Indian frontiers. The paper seeks to highlight that the Taliban are a threat in being for Indias security. 9. Hypothesis. There is an urgent need to identify the critical vulnerabilities of the Taliban and identify additional security initiatives that need to be undertaken by India. Justification of the Study 10. The threat of Taliban from FATA and NWFP to North Indian frontiers has been underestimated. The tribes in FATA and NWFP have existed as militia and mercenaries for over 100 years; however they have been given nomenclature/name like Taliban only recently. The first organised offensive of these tribesmen into India was in 1947 to annexe the state of J K. Thereafter, since 1990 these tribesmen have infiltrated into J K state as foreign mercenaries / terrorists fuelling insurgency. 11. Considering the continued aggression and threat from the tribesmen from FATA and NWFP since independence of India, there exists a knowledge gap with regard to their origins. Relatively little research has been directed towards exploring their transformation into an umbrella organisation the Taliban, probably because of the obvious difficulties with studying a covert organisation. The absence of a logical explanation for the existence of these aggressive tribesmen as mercenaries and militia has complicated the threat evaluation process. This study describes the Taliban phenomenon, elaborates upon their strengths and weaknesses. The study endeavours to predict the Talibans future strategic course of action and recommends measures to counter their strengths and exploit their weaknesses in order to design a formidable CI/CT effort. The Taliban have emerged as front runner terrorist outfit in the troubled FATA and NWFP. The study of their ideology will also provide inputs towards the ir grand strategy and objectives. All these inputs will enable correct assessment of security threat to India and aid in development of strategy to counter this menace. The thesis may also be of interest to field operatives, helping them to understand their adversary. 12. Scope. The history bears the testimony to the vulnerability of Indian sub continent to invasions from North Western Frontiers. The rise of Taliban in FATA and NWFP of Pakistan, their reorganisation and rejuvenation is of grave concern to India, which cannot be ignored. The paper focuses on the history, ideology and overall grand strategy of Taliban highlighting the impending threat to India and way ahead. Method of Data Collection 13. The data for this paper has been collected primarily through secondary sources, the books available in the library. Some material has also been garnered from various college lectures. Periodicals and papers written by famous socialists and historians have also been referred to. Bibliography is placed at appendix A. 14. Tertiary sources include various articles compiled and published from time to time by renowned authors in various reference books and articles available from the internet. Organisation of dissertation 15. It is proposed to study the subject in the following manner:- (a) Chapter I: Introduction. This chapter describes the purpose of the thesis and the statement of problem. It argues the need for developing a broader understanding of the Taliban in order to develop a better approach to deal with counterinsurgency and counter-terrorism efforts in the North Western frontiers. (b) Chapter II: The Problem Genesis. This chapter covers the historical perspective of the problem. The chapter brings out the circumstances leading to the genesis of the Taliban phenomenon. (c) Chapter III: The Taliban Organisation. Chapter III focuses on the structure of the Taliban. The chapter analyses their formal and informal layout and operational mechanisms. The leadership and decision-making processes of Taliban will also be highlighted to assess the motivation and beliefs of Taliban operatives to give a better understanding of their recruitment and human resource processes. (d) Chapter IV: Analysis of Taliban. Chapter IV analyses the strengths and weaknesses of Taliban utilising the Commanders Estimate of Situation method. The Strategic and Operational Objectives are derived from research. These are analysed to determine strategic and operational Centres of Gravity. Finally critical vulnerabilities are determined, which will be utilised to develop Indian Course of Action to tackle the Taliban menace. (e) Chapter V: Taliban Threat An Indian Perspective. This chapter brings out the national opinion on the existence of Taliban threat. The chapter highlights the vulnerabilities of India and its borders and the threat in being. (f) Chapter VI: Recommendations and Way Out. The final chapter gives a way out for overcoming the emerging Taliban threat. The chapter will suggest recommendations for planning effective CI/CT strategies to counter the Taliban strengths and exploit their weaknesses. CHAPTER II THE PROBLEM GENESIS â€Å"If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.† Sun Tzu[8] 1. Introduction. The study of background leading to genesis of Taliban will help in identifying the patterns of past actions of Taliban and aid in analysing current behaviour. This chapter will cover various aspects of Taliban history, highlighting the influence of ancient tribal warrior culture, the invasion by USSR leading to rise of Mujahideen[9], relevance of Madrassas[10] and their religious ideology, civil war following withdrawal of USSR forces, Rise of Taliban, the downfall of Taliban and current insurgency in the Afpak region. [11] History 2. Throughout the history invaders have tried in vain to overpower the Pashtun dominated region of Afpak. The first recorded invasion of this region was by Alexander in 326 BC, thereafter a number of armies appeared on the scene including those of Persian Empire, Huns, Turks, Mongols, British, Russians and recent ones being the US troops[12]. The conquerors were either defeated or absorbed into the tribal culture of the Pashtuns thereby maintaining the independence of the region. Despite the apparent ease in conquering the Pashtun areas, no outside power has ever been able to completely subdue it. The tribal and military orientation has shaped the culture and outlook of the area. As Johnson writes, â€Å"A Pashtun is never at peace, except when he is at war.†[13] The people of this region have therefore for centuries been inclined to reject any form of strict authority even at the cost of discord and insecurity.[14] 3. The â€Å"Great Game† in nineteenth century shaped the current political landscape of the region. The Pashtuns had their first encounter with modern military power through three Anglo- Afghan Wars in 1839, 1878 and 1919[15]. Both Russia and Britain desperately tried to get a foothold in Afghanistan, but were unable to gain headway. Finally both parties agreed to create a buffer in shape of Afghanistan between their zones of influence. The international boundary known as Durand Line was drawn between British India and Afghanistan in 1893[16]. The Pashtuns continued to maintain strong ethnic and family connections across the international boundary. The British accorded the tribes on other side of border a semi autonomous status that was maintained after creation of Pakistan in 1947 in the form of FATA[17]. 4. The Pashtun areas on both sides of Durand Line continued to exist peacefully till 1973, when Zahir Shahs four decade rule ended. The instability after his departure resulted in emergence of Communist ideological Peoples Democratic Party of Afghanistan and it finally overthrew government in 1978. The Communist reform package, which included drastic changes in land ownership, new taxes, compulsory education for women, and participation of women in non-traditional roles in society, was resisted by traditional and orthodox religious elements of Afghanistan, led by the Mujahedeen of Afghanistan. As Larry P Goodson commented â€Å"These reforms struck at the very heart of the socio-economic structure of Afghanistans rural society; indeed, their sudden nationwide introduction, with no preliminary pilot programs, suggest that this was their real purpose.†[18]Finally, Soviet Union deployed troops in Afghanistan in December 1979 to aid their communist ally against the Islamic militia s and to counter the threat of radical Islamist power along its soft underbelly of the Muslim majority Central Asian republics. The Soviet involvement led to increased Mujahedeen resistance and calls for jihad.[19] 5. The ten year occupation resulted in Soviet 40th army loosing 13,883 personnel, plus 650 more in affiliated units. Despite heavy investments in men and material the Soviets were not able to gain unopposed access. Therefore after a long and costly counter insurgency effort the Soviet Union withdrew its forces from Afghanistan in Feb 1989, leaving a Communist Government headed by Najibullah.[20] 6. The exit of Soviet forces was followed by a civil war which resulted in overthrow of Najibullahs government in April 1992. The defeat of the communist government revealed the differences in the fractured alliances of Mujahedeen parties[21]. Each faction had its leader or warlord in a geographical region of the country with aspirations for power. In fighting broke out among the warlords leading to widespread looting and rapine. This strife between the warlords and a war weary population set the stage for the radical ideas of the Taliban to so easily take hold in Afghanistan. â€Å"The Taliban mythology cites their creation as a reaction to the injustices that were perpetrated during the mujahedin era of Afghan politics.†[22] 7. The cadre of the Taliban emerged from the Pashtun refugee camps. It was there, in some of the Madrassas, that a selectively interpreted version of Islam, Wahabism[23], influenced students (talib) to adopt an ultraconservative approach to social issues and politics[24]. Despite differences with the fundamentalist religion espoused by the Taliban, the people gathered behind them because of promises to deliver peace by eliminating the menace of the warlords and narcotics. This tradition and the aura of a righteous religious student on the quest for peace gave students immense rapport with the Pashtun people. The popularity of the Taliban rapidly spread and they experienced continued success in consolidating power. 8. On 10 Nov 1994 Taliban seized Kandahar, the organisation gained religious legitimacy among the Pashtuns when their leader, Mullah Muhammad Omar, wore the sacred cloak of Prophet Mohammad in public and declared himself Amir Al-Muminin (leader of the Faithful)[25]. This event can be considered turning point in the Taliban movement for providing it a charismatic leader, who could thereafter take advantage of the tribal religious sentiments of Pashtuns. 9. After the control of Kandahar, the Taliban progressed in quick succession and by 1997 controlled 95% of Afghanistan. The Taliban established order in Afghanistan, but it was of a fearsome medieval kind. The Talibans government policy had become well known. Women were rendered anonymous, refused work or education. Justice was implemented by Islamic law. Television, music and photographs were banned. Gradually, the Taliban led by Mullah Muhammad Omar lost support of international community and afghan populace due to very strict enforcement of its version of Islamic law. Mullah Omar during his reign in Afghanistan interacted with Osama bin Laden and Taliban hosted Al Qaeda training camps. 10. The attack on United States of America on 11 Sep 01 by Al Qaeda operatives and the Talibans refusal to extradite bin Laden led to launch of Operation Enduring Freedom (OEF). The operation resulted in rapid fall of Taliban and Al Qaeda in Afghanistan. The majority of Taliban fighters dispersed back into Afghan society, while its leadership went underground. [26] 11. In the Pakistani border areas with Afghanistan, the FATA and areas of NWFP, the tribal populace had supported the Taliban movement since its inception. The populace in these areas has been at odds with the Pakistani security forces since its independence. 12. The current problem of insurgency in Pakistan has roots in the Soviet invasion of Afghanistan, when FATA was used as launch pad for Mujahedeen sponsored by Pakistan and U.S. These areas turned into hotbed of terrorism, which was further fuelled by Madrassas, continued supply of modern weapons from U.S and heavy influx of Afghan refugees. Once the Soviets were ousted from Afghanistan, majority of foreign Mujahideen settled in FATA and NWFP. The radical elements in FATA and NWFP supported the Taliban after commencement of Operation Enduring Freedom. Therefore Pakistani government became a target for its crucial support to OEF. Pakistani troops are heavily committed to FATA and NWFP, currently over 1, 00,000 troops are deployed to counter pro Taliban terrorists[27]. On 14 Dec 07, the Taliban â€Å"movement† in Pakistan coalesced under the leadership of Baitullah Mehsud to form an umbrella organization called Tehrik-i-Taliban Pakistan (TTP)[28], having allegiance to Mullah Om ar. Environment 13. The Taliban is an organisation and therefore dependent on environment. The environment in which they operate places constraints and also provides for opportunities. The major components of environment are discussed below. 14. Physical Environment. The most important environmental factor is the physical terrain in which the Taliban operate. The terrain in Afghanistan, FATA and NWFP is very harsh and mountainous covering an approximate area of 270,000 sq miles. The harsh and inaccessible mountainous terrain is conducive for insurgent activities. The area also has inaccessible spaces which are governed by tribes that allow terrorists freedom of manoeuvre[29], while it makes organised conventional military operations ineffective and expensive in terms of troops and resources. The rugged geography has embodied the regions culture, which has remained unaffected by time. 15. Culture. The culture is most important factor concerning the situation. The culture of area depends greatly on Pashtunwali code of honour that predates Islam and is specific to the Pashtun tribes.[31] The Pashtunwali is the traditional norm by which people of Pashtun tribes are expected to conduct themselves. A Pashtun must adhere to the code to maintain his honour and to retain his identity. If one violates this code they are subject to the verdict of Jirga.[32] 16. Religion. The religion is another pillar of the Taliban, Afghanistanis are 99 % Muslim, consisting of 80 % Sunni and 19 % Shia[33]. In Afghanistan, Islam has been mixed with pre-Islamic beliefs and tribal customs of Pashtunwali[34]. The Taliban transformed the tradition to ultra-conservative interpretation of Islam. The basics of this ideology stem from Madrassas founded during the Soviet Afghan war. The increased influence of Saudi Arabia lead to Madrassas shift to orthodox Islam which looks to â€Å"follow Salafist model and thoughts†[35]. The attraction of Salafi movement is rooted in its ability to provide a domain in which a resistance identity is created through discourses, symbols and everyday practices. Within this the members are required to organise themselves into small tight-knit communities that stand distinctly apart from open society. To some extent it can be identified as a sect, demanding complete loyalty, unwavering belief and rigid adherence to a distinctive lifestyl e.[36] However as written by Rashid â€Å"The Taliban represented nobody but themselves and they recognised no Islam except their own.† The majority of Afghanistans populace did not traditionally follow this interpretation of the religion but had to contend with its enforcement during the Taliban reign.[37] 17. Ethnicity. The ethnic breakdown of Afghanistan and Tribal areas of Pakistan is as follows[38]:- Ser No Tribe Percentage (a) Pashtun 42 (b) Aimak 4 (c) Tajik 27 (d) Turkmen 3 (e) Hazara 9 (f) Balochi 2 (g) Uzbek 9 (h) Others 4 Table 1 18. The Pashtuns have a majority in the Taliban Organisation, with minimal participation of other tribes. As a result during the Taliban rule and ensuing insurgency other tribes were targets of attacks. The coalition of northern tribes (Turkman, Tajik and Uzbek) made up bulk of the northern alliance troops that allied with US troops to overthrow Taliban in 2001. 19. Pashtun Tribal Breakdown. The Pashtuns are further sub-divided into several tribes and sub-tribes spread throughout Afghanistan and Pakistan. The Pashtuns in Pakistan are larger in number than those of Afghanistan and are mostly concentrated in FATA and NWFP. These tribes are interconnected in a complex interplay of obscure genealogies, mythical folklore, historical alliances and conflicts, which makes it very difficult to differentiate and draw lines between the groups. However, there are five major tribal groups of Pashtuns in Afghanistan and Pakistan. These are the Durranis, Ghilzai, Karlanri, Sarbani and Ghurghusht, with Durrani and Ghilzai as the most influential (Figure 3).[40] 20. Since 1747, the Durrani tribal confederation has provided the leadership within the Southern Pashtun areas. The trend started with Ahmad Shah Durrani, when he founded the monarchy. Ahmad Shah is considered the founder of modern Afghanistan because he was able to unite the factional tribes. The present President of Afghanistan is also from Durrani tribe. The traditional folklore connects the Durranis with the Sarbani tribal group.[41] 21. The Ghilzai tribal group, which is concentrated in the eastern Afghanistan, has historically been an arch-rival of the Durranis. Some of the important leaders of Taliban today, including Mullah Omar belong to this tribal group.[42] 22. The Karlanris are the third largest group of the Pashtun tribes and are referred to as the hill tribes. They occupy the border areas between Pakistan and Afghanistan in Waziristan, Kurram and Peshawar.[43] 23. The Sarbani are divided into two major geographically separated groups. The larger group is located north of Peshawar, while the smaller one is scattered in northern Balochistan. This group because of their links with the Durranis are considered part of the traditional aristocracy of Pashtun tribes.[44] 24. The last major group is Ghurghusht. These are settled throughout northern Balochistan.[45] Some factions of this tribe can also be found in NWFP. Resources 25. The primary sources and assets available to Taliban are religious militant outfits, human terrain[46] or manpower and opium trade. The analysis of Taliban resources can be carried out by determining the availability and quality. The religious militant outfits include Al Qaida and similar sectarian organisations. The Al Qaida provides vital support to the Taliban organisation. The support of Al Qaeda provided the Taliban cause legitimacy in a multitude of intercontinental terrorist organisations. The Al Qaeda leader Osama bin Laden pledged his support to Mullah Omar, the leader of Taliban. Al Qaeda provides Taliban with assistance in form of financial support, manpower, technology (high end weapons) and training.[47] 26. The other strong supporters of Taliban include Tehreek-i-Nifaz-i-Shariat-i-Muhammadi (TNSM), which is active in the FATA and Swat regions of NWFP. [48] There are other supporting insurgent groups from central Asia like Islamic Movement of Uzbekistan (IMU) and Turkestan Islamic Movement (ETIM). 27. Few of the Madrassas in the Pashtun belt propagate radical version of Islamic ideology and therefore are convenient recruiting grounds for Taliban. The Leadership of Islamic movement has fallen in the hands of Pashtuns as they were able to oust Soviets. Since the Madrassas had played important role in Anti-Soviet Jihad, these institutions acquired reputation of both as recruiting grounds for Mujahidin and centres of learning.[49] 28. Human terrain. The human terrain [50] is most important asset for the survival of Taliban. There are approximately 28 million Pashtuns in Afghanistan and Pakistan. This large pool of Pashtuns provides recruits, support personnel, money, weapons and an intelligence network to aid in waging insurgency. 29. The Pashtuns have been amenable to Taliban, as they do not dominate the Kabul administration. The Pashtun mistrust of the government was further heightened by inability of Afghan Transitional Administration, as it could not protect Pashtuns from human rights abuses from the warlords and insurgents since fall of the Taliban government. 30. The people and recruits of Taliban after the fall of Kabul remerged with the local populace, providing outstanding and real time intelligence. With more than two generations of war-hardened inhabitants to select from, the Taliban recruited experienced fighters who know the terrain and can survive harsh environment. In addition a large amount of ordnance, weapons and ammunition, which were stored by Mujahedeen during Afghan -Soviet war; have fallen into the hands of Taliban. The human resource factor cannot be a permanent asset for Taliban due to the power struggle between the Islamic Republic of Afghanistan (IROA) and Taliban. 31. Drug Trade. As per the western accounts, the revenue from drug trafficking and Opium trade in Afghanistan can be considered as an asset for Taliban organisation. The Afghanistan with its increased dependence on revenue from Opium trade has turned into a narco-state.[51] The record of 2006 Opium harvest was estimated at over $ 3 billion.[52] The following years estimates are even higher. Afghanistan currently produces 93 percent of the worlds Opium trade and half of Afghanistans GDP depends on the Opium trade.[53] The share of Taliban from the flourishing opium trade is not available. However, it is established that Taliban capitalise on the drug trade by taxing the farmers, landowners and drug traffickers. 32. Historically, on assuming control of Afghanistan, the Taliban agenda was to eliminate Opium trade[54], but now it has become essential for their survival[55]. The Opium serves three main purposes for Taliban:- (a) It provides the populace an illegal economy to operate outside the umbrella of government, to the detriment of Kabul. The drug traffickers and the Taliban mutually support each other with weapons, personnel and funding in a concerted effort to destabilise the current legitimate Islamic Republic of Afghanistan (IROA) government. (b) It provides necessary funding for the insurgency.[56] (c) It is primarily exported to the west (affects the western society), especially Europe, where 90 % of heroin supply comes from Afghanistan. Other Environmental Factors 33. The other environmental factors that affect Taliban are the regional players in the South Asia, NGOs and Humanitarian agencies and presence of Coalition forces, which include Pakistani and Afghani soldiers. 34. Regional Players. The regional players directly influence the Taliban as they have direct bearing on the overall political scenario affecting the movement. The area of influence of Taliban stretches across Central Asia to the Indian Subcontinent. This area is of immense strategic importance, its components share historical roots, affinities and enmities having overbearing influence on interrelationships and domestic issues. Most of the Afghanistans issues considered as domestic are more likely regional in character.[57] 35. Pakistan. The direct involvement of Pakistan in Soviet-Afghan war, in support of Mujahidin, along with United States of America and Saudi Arabia has created a complex legacy that is affecting Pakistan even today because of continuous turmoil and violence linked to the issue. Pakistan has critical interests in Afghanistans stability because of close economic and cultural links. The stable Afghanistan provides for economic opportunities for Pakistan, as it ensures access to resource rich Central Asian region. The stability will also ensure stability in Pashtun dominated western Pakistan, where at present Taliban presence is destabilising the entire FATA and NWFP. 36. Months after the official beginning of Operation Enduring Freedom, Al Qaeda and Taliban militants poured over Afghanistans border into Pakistan and found refuge in FATA. The region home to more than 3 million Pashtuns was an ideal sanctuary. The tribes native to FATA adhere to the pre-Islamic tribal code of Pashtunwali, which by custom extends assistance to strangers who request protection. By spring 2002, less than a year after the initial invasion of Afghanistan, that sanctuary became even safer after President Bush decided to pull most of Americas Special Operations Forces and CIA paramilitary operatives off the hunt for Osama bin Laden, so they could be redeployed for a possible war in Iraq.[58] All of these factors greatly alleviated pressure on the remaining Taliban and Al Qaeda forces. Between spring 2002 and spring 2008, militants were able to consolidate their holdover north-western Pakistan. Baluchistans capital, Quetta, is home of the Talibans main Shura or council.[59 ] The Talibans overall leader, Mullah Mohammed Omar has found refuge in the city.[60] The support of Pakistan to Taliban is considered essential till they gain strong foothold in Afghanistan. However few western writers contend that the Taliban have already taken control of 10% to 20 % of area in Afghanistan, and therefore no longer require sanctuary in Pakistan. The ISI has already drawn distinction between extremist groups focused on destabilising Pakistan and those primarily concerned with war in Afghanistan. On ground, the Taliban based in Pakistan (TTP) have taken allegiance to Mullah Omar, the supreme Commander of Taliban. Also Pakistan being a strategic partner of coalition forces, the pressure to cleanse the Taliban sanctuaries is mounting.[61] 37. Iran[62]. The proximity of Iran with Afghanistan has not resulted in cultural affinities, except in Herat area. Iran never gave importance to Afghanistan until Soviet invasion. Irans primary focus was on the Persian Gulf region. Afghanistan is today strategically important due to concern that other powers might take advantage of weak state to menace Iran. The Iranian belligerence with Taliban is resulting from their Sunni outlook and prosecution of Shia minorities. At present Iran is interested in expanding its economic role in Afghanistan. A stable afghan state is beneficial to Iran in long run, so it opposes a Taliban led insurgency. However, there have been reports of Iran supporting the Taliban covertly.[63] Iranian actions may be due to close relations of IROA with United States of America. Because of US-Iranian incompatibility, the Iranian long-term strategic interests are in jeopardy due to sustained US presence in Afghanistan. Therefore, Iran may manipulate Taliban insurgency to its ow n advantage.[64] If this situation materialises, the Taliban may be able to overcome some key shortfalls (like advanced anti-air weaponry, guided missiles) and gain inroads into Shia groups in Afghanistan (mainly Hazara tribe). 38. Unemployment, severe diseases, global droughts and other dreadful natural disasters that are about to happen to our lives. Even better, the more time passes, the more chances you get to face them in the future. But what the heck, everyone will eventually face all of those problems one day. Danger, devotion, abomination, curiosity, and alterations are always present in our lives. You might think that Pleasantville is pleasant. Well do I have some news for you: nope. The name â€Å"Pleasantville† is just a simple irony that’s all. In Pleasantville, everyone is so empty in their minds. For instance, every character always did the same thing over and over. It’s like everything falls into the right way that it should be. The basketball players always score, the wives are always cooking and taking good care of the husbands and children. Husbands are working, children are little precious angels who never get in any kind of trouble. No worries, no problems, just plain good stability. There is no wrong for them because everything was in sync. It would be really tough to adjust to that kind environment where everything becomes dull and unbearable. No color, no fire, nothing exciting except the way Bud made every shot to the basket without even trying to. No changes what’s so ever. NCFE Level 2 Certificate for children and Young Peoples Workforce Essay

UNIT 1 1.1 Observe and record aspects of the development of a child or young person- All early years setting observe children everyday. There are many different ways of doing this. Knowing what to look for is important most settings will observe children’s development to see how they are doing in the following areas: PHYSICAL- Children’s physical development is about the way that they use their hands, move and balance and also manage skills such as kicking a ball. Most play involves physical development; you may be able to observe a child’s physical development as they are playing e.g. a child pushing a pushchair or a child playing football. COMMUNICATION AND LANGUAGE- Most children will talk as they play if they are using speech. Babies and toddlers might use body language or gestures to communicate with us. Children’s speech and language is important to their overall development. PERSONAL, SOCIAL AND EMOTIONAL- Quite a lot of information can be learnt about these aspects of development while children are playing. Observing children’s personal social and emotional development means looking at whether they have strong relationships and whether they enjoy being with others. Being with others is important for children. Even young babies show their happy while being with others and make eye contact. UNIT 1 1.2 Identify different observation methods and know why they are used- We observe children because we use the information we record to plan activities that are relevant for the child or change your setting in some way to reflect what you have learned about the children as a group to help them develop. There are different ways of observing a child for example: with yours eyes, your ears, or through planned activities. We also record the observation in different ways, i.e.- Focused observation- A focused observation is where you observe what a child is doing recording every detail, this helps record the development of the child and when linked with the EYFS we can identify what stage the child is at. Snapshot observation- A snapshot observation is where you witness a child’s development with your own eyes or hear it with your ears that was not adult led but child initiated. You will then record it and link it with the EYFS and then you could plan an activity that would help their development in that particular area. Daily diary- In my setting a daily diary record is kept of what a child has done through the day if the child was a baby it would include what time their feed was, what they ate and what time they slept and for how long. It would also include what the child has shown interest in that day and what activity the child was encouraged to be involved in. This is shared with the parent on a daily or weekly basis so the parents can see how the child is doing in the nursery. UNIT 1 1.3 Support assessments of the development needs of a child or young person- Once I have observed a child, I will then think about what I have learnt about the child’s development, interests or needs. This is done so that setting’s can plan activities and resources. I will think about what a child is doing in relation to the early year’s foundation stage. Confidentiality is very important, I must make sure that any information about the child cannot be seen by people that are not working with the child or do not have reason to see it. When I observe a child it is important that I stay as objective as possible, This means really focussing on what the child is doing at the time I am watching them and trying to forget what I may already know about them. [pic] 1.4 Suggest ways the identified development needs of a child or young person can be met in the work setting- There are many ways a work setting can be meet indentified development needs in children. They can reflect on the child’s interest and views, it is important to base our ideas around what we have seen the child doing and enjoying, activities to support a child’s development do not work if the child does not like them or are not interested. Providing a challenge will help the child to make progress, this means any ideas for activities must be exciting. Play is an important way of helping children to develop skills without realising it. They can also make sure that in the work setting all planning is flexible as a child may come in and not feel like playing or might have other ideas about what they would like to do, Also working with parents so they have consistency by doing the same at home as they do in nursery. UNIT 1 2.1 Carry out activities with a child or young person to support their holistic development- I have carried out an activity with three children ages 8 months-1year. I first planned the activity of what I would need and do, as you can see blow, while doing the activity I done observations on all three children but focused on my key child, this observation has also been included for you to see. After doing my activity I then sat down and looked at my plan and observation, I evaluated it and wrote down next step. Activity plan Type of activity: Holistic / Sensory. Activity: Exploring the treasure basket. Number of children: 3 focused on one child. Material needed: Treasure basket, Holistic objects. Activity: I will take three children; one would be my focused child. I will then sit them in a circle with the reassure basket and holistic objects in the middle. I will then encourage the children to explore and feel the different objects. I will also observe how they react and record it. 2.2 Record observations of the child or young person’s participation in the activities- Focused observation Child A has pulled a sponge out of the treasure basket, she starts to pull it with both hands, child A then holds the sponge in her right hand and starts to wave it about. Child A then reaches into the treasure basket with her left hand and starts to pull out the material, a staff member says â€Å"what’s this† and child A watches the staff and copies them with the material pulling it with both hands. Evaluation While doing my activity I done an observation on my focused child. Looking at my observation and what the child did during the activity I can see that child A likes to feel objects with her hands. Child A also learns by watching others and then copies them. My next steps for child A is to introduce sensory activities e.g. exploring mash potato as she could feel and taste at the same time. UNIT 1 3.1 & 3.2 Describe the different transitions children and young people may experience- Explain how to give adult support for each of these transitions- Children and young people may experience different transitions such as: 3.1 NEW SIBLINGS- When a child or young person’s parent’s have a new baby it could leave the older child feeling like they are not the baby anymore, they may feel jealous or even upset because they may not be getting as much attention as before, this could make the child start attention seeking, they may start acting up e.g. lying or not listening. 3.2 I can support a child if they are feeling this; I could try explaining to the child about the positive side to having a sibling, and would also empathise with the child explaining why they feel the way the feel. 3.1 TOILET TRAINING- This could make a child feel frustrated because he/she might not be able to tell you they need the toilet on time, or they may not recognise the signs. This will cause the child to have an accident and may then feel embarrassed. 3.2 I can support them by encouraging them to use their words to communicate to an adult. I could also use flash cards to learn the child what a toilet looks like and how to say toilet. I would praise the child when they go to the toilet e.g. verbally or using stickers, this will encourage the child to want to do it again to receive more praise. 3.1 MOVING AWAY- This could make the child frustrated because they are being torn away from either their favourite place or even their friends. When a child moves away they may feel lost or scared, lonely or even anxious this could possibly end in depression and make the child’s behaviour worse in nursery or school. 3.2 I would support a child or young person moving away by making the transition a happy experience, I would explain what is going to happen and when, then try and make them understand why it is happening. 3.1 STARTING A NEW SCHOOL- When a child moves school they may start to feel sad, upset or lost that they are leaving all their friends behind and may not see them everyday anymore, they might not understand why they are leaving. Moving school could make the child feel nervous because they do not know anyone and will have to make new friends, the child could feel anxious because they don’t know what to expect. This could make them feel shy and not want to go to school. 3.2 I can support the family in advance preparing them for the change. I can explain to the child what is going to happen so it’s not a big shock for them. I could suggest to the parent to take them to visit the new school setting so they know and recognise the surroundings they are going to. UNIT 1 4.1 Explain how a work setting can encourage children and young people’s positive behaviour- A work setting can encourage children and young people’s positive behaviour by: †¢ Following behaviour policy. †¢ Providing a simulating and challenging environment. †¢ Positive behaviour reinforced through praise and rewards. †¢ Having clear boundaries. †¢ Developing positive relationships. †¢ Meeting individual needs. †¢ Giving children choices. †¢ Having adult role model. †¢ Listening to children and valuing their opinions. †¢ Encouraging children to resolve conflict. †¢ Following plans for individual behaviour. 4.2 Demonstrate how children and young people are encouraged to engage in positive behaviour- As we are role models, we must always express positive body and verbal language and support rules. We should be confident and professional so that children will become self confident and express positive behaviour. Giving verbal praise and rewards such as stickers to a child’s positive behaviour will encourage them to continue this way. Rewards also go a long way in promoting positive behaviour in a child. We should always lead by example. We should use encouraging words, be approachable, understanding and show empathy in order to encourage positive behaviour. When there is a good relationship between the adult and child, and the child is behaving positively, the child receives lots of good attention. This encourages them to repeat the same behaviour. In the same way, if a child is behaving in a way where they will get negative attention, they normally want to change their behaviour so they can receive positive attention again. UNIT 1 4.3 Reflect on own role in promoting positive behaviour in children or young people- My setting has clear rules and boundaries that I will meet at all times. I will follow the behaviour policy within my setting, this will encourage positive behaviour. I would encourage the children to be kind with other people by maintaining a good environment. I will also meet the children’s needs and plan activities to meet those needs. I will set an example in myself and will always have and use positive behaviour, as I am a role model to them. I will reward the children that have showed positive behaviour through verbal or stickers to praise them. I would use encouraging words and make sure I provide a simulating environment. Also I will make them feel safe and secure when being left by parents. 5.1 Review effectiveness of own contribution to the assessment of the developmental needs of a child or young person- By observing a child, I can see how the child is progressing. When I’m observing a child I will be looking for development in the seven different areas covered in the EYFS which are: P.S.E.D- Personal, Social and Emotional development. C.L- Communication and Language. P.D- Physical Development. L- Literacy. M- Maths. E.A.D- Expressive Art and Design. U.W- Understanding the World. Once the observation is linked with one of these areas I can then write my next steps and plan activities around that area that will aid the child’s development further. 5.2 Review effectiveness of own role in supporting the child or young person’s development- When supporting the child’s development, I will have observed the child looking at all the areas of the EYFS. I would have then linked it. After I would have wrote my next steps. This was effective because I can see what stage and in what area within the EYFS the child is at. I then planned an activity that would be challenging. This helped me to know what recourses I needed for the activity and also helped the child further their development in a fun and happy way. UNIT 1 5.3 Identify changes that can be made to own practice in supporting child and young person development- The changes that can be made in my setting are communication skills, time keeping and working with parents. This will help support the child’s development because these will help the child become more confident and have structure and routine while in the nursery this is important as a child will be unhappy and will not be able to learn if they don’t have these. UNIT 2 1.1 Describe the common types of fractures- A fracture is simply a broken bone. When a bone is broken, the nerves, blood vessels and muscles around the brake will be damaged as well. Often a fracture may not break the full bone in young children as their bones are more flexible than adults. This sort of fracture is sometimes referred to as a greenstick fracture. Fractures can be one of two main types closed or open. Closed fractures- This is the most common type of fracture, this is where the skin around the fracture does not break. Open fracture- This is where there is an open wound at the site of the fracture. Sometimes the bone sticks out of the wound; this creates a big risk of infection. Dislocation- A dislocation is where the bone separates from a joint, this can occur easily in children. Never tug or pull on a child’s arm or hand, and never pick them up by their hands or arms. 1.2 & 1.3 Describe how to manage a fracture or dislocation- You will usually be able to tell quite easily if a child has a fracture or dislocation. In children that are older they are likely to tell you that their arm or leg hurts. Alternatively, look for- †¢ Swelling around the injured area. †¢ Unnatural position. †¢ Open wounds or breaks around the skin. †¢ Tenderness. †¢ Loss of power / Ability to move. My role is to make sure I maintain the injured part in the most comfortable position while waiting for the ambulance. UNIT 2 2.1 Describe how to recognise and manage head injuries- A head injury can result in Concussion, skull fracture or cerebral compression. I would be able to recognise a head injury by the following signs: †¢ Swelling. †¢ Bruising. †¢ Nausea. †¢ Vomiting- on more then one occasion. †¢ A bump. †¢ Severe drowsiness. †¢ Blurred vision. †¢ Fits. †¢ Bleeding from any part of the head. †¢ Change in the type of cry of a baby. †¢ Difficulty in walking or talking. †¢ Being pale and sweaty. †¢ Pupils of the eyes uneven in size. †¢ Aggression and irritability. †¢ Clear or blood-stained fluid from the ears or nose. †¢ Changes in behaviour. †¢ Swollen soft spots on a baby’s skull. Often after a child has had a bang to the head they might just have a bump and feel dazed and will not need to go to the hospital. It is still important I monitor the child closely for about six hours after the accident, and be alert for any changes for a few days. I will inform and give clear instructions to the parents about what to look for after a bang to the head and encourage them to seek medical help if they are worried. Bleeding can happen straight after the injury or a few days later, or blood can build up slowly. If any of the signs of a head injury occur I would call for an ambulance and the child’s parents immediately. While waiting for the ambulance I would control any external bleeding by applying pressure with a pad, lay the child down, if the child is unconscious act as if there is also an injury to the neck, I will also make note of the symptoms e.g. vomiting, pupil size, how long the child has been or was unconscious for. Etc. 2.2 Demonstrate how to manage a suspected spinal injury- Spinal injuries are unusual in young children But can happen if a child falls from a height. It is very important you do not move or attempt to move the child as any slight movement can cause serious damage, including paralysis. I will steady and support the neck and head, and dial 999 for an ambulance. UNIT 2 3.1 Describe how to manage and infant and a child with foreign bodies in their eyes, ears and nose- There as many things that can get stuck in these places e.g. crayons, glitter and beads. Beads fit into these places incredibly well. When something is stuck up a child’s nose or ear, if there is enough sticking out to get a firm grip on e.g. a crayon, I will gently try to ease it out I will not touch it as the result will be it becoming further stuck in. If it is not possible to ease out I would simply call for the first aider to take the child to the nearest NHS walk-in centre or minor injuries unit. 3.2 Describe how to recognise and manage common eye injuries- Most children will manage to get foreign bodies in their eyes such as: Paint Dust Sand Eyelashes Glitter Fluff These sorts of things can easily be removed. I would sit the child down and put on a pair of disposable gloves. I will then Gently pull down the lower eyelid and any remove any visible foreign bodies with either a clean wet piece of tissue or a small piece of wet gauze swab. Yet if this fails to works I will pull the upper eyelid over the lower lid ad try to flush it out with tears. If it still remains in the eye I will then try to wash the eye with water by: Positioning the child’s head over the sink or bowl with their eye open, facing the bottom of the sink or bowl. Using a plastic cup try to pour water on the eye from the tear duct outwards. If none of this works and the eye is still red and the child still says it is painful I will seek professional help. UNIT 2 4.1 Describe how to recognise and manage chronic medical conditions including: sickle cell anaemia, diabetes and asthma- The most common chronic health conditions you may come into contact with are asthma, sickle cell anaemia and diabetes. Sickle Cell Anaemia is a genetically inherited condition and is common in children of an African-Caribbean heritage. Sickle cell anaemia is a blood disorder that red blood cells become distorted and can block vessels in the body. The signs and symptoms are lack of energy and being breathless also they would look yellow in colour due to jaundice and they would be in severe pain. Straight away I would consult a doctor and my line manager I would recode these symptoms and everything else in my accident book. I would also inform the parents. Diabetes is a lifelong medical condition. Most children who have diabetes will need insulin injections. If a child has too much or not enough insulin, they are at risk of getting hypoglycaemia (hypo attack) or hyperglycaemia (hyper attack). A child going into ‘hypo’ may be: drowsy, pale, sweating, confused, trembling or irritable. The child needs to balance the insulin by having sugar I can give this to the child directly in the mouth or a drink of orange juice for example. Usually the child will not need any more treatment and will respond quickly to sugars that are easily absorbed. A ‘hyper’ attack is caused by lack of insulin medical help is needed, I will call for an ambulance. A child going into ‘hyper’ attack may shows signs of the following: Very thirsty, drowsy, passing urine very often, have a fruity-smelling breath, vomiting, eventually become unconscious. Asthma attacks can be brought on by: exercise, stress, very cold air and pollen or dust. Asthma is caused by the airways in the lungs closing up. This makes it difficult for the child to take breaths. I would recognise this as the child wheezes and breathing in/out becomes more difficult. A child with asthma will usually use one or more inhalers to control it. They should a lways have their inhaler available at all times to help them deal with an attack. Often a child will use their inhaler before exercise. If an asthma attack is left untreated, a child can die. If a child is having an asthma attack I would make them comfortable. Sit them in a quiet area away from other children and seat the child in the position most comfortable to them. I will also help them to use their inhaler – usually a blue reliever. I will encourage the child to breath slowly, if the attack does not subside, then I’ll call for medical help. UNIT 2 4.2 Describe how to recognise and manage serious sudden illnesses including: Meningitis and Febrile convulsions- Meningitis- In most settings children may become ill during the day. Some cases the development of a high temperature, vomiting and a rash are just parts of mild illness. However, in a few cases they can be the start to a life threatening illness. If I was worried bout the child’s symptoms, I would seek medical help. Babies and young children can deteriorate very quickly. I would be able to recognise a child with meningitis by these common symptoms: †¢ Stiff neck. †¢ Reaction to light. †¢ High temperature. †¢ Headache. †¢ Bulging fontanelles in babies. †¢ Irritability. One sign of meningitis is a rash that does not fade under pressure, I would perform the glass test to detect whether the rash fades or not. A fever with a rash that does not fade under pressure is a medical emergency. If I suspect a child has meningitis I will call an ambulance immediately and inform the parents, while waiting for the ambulance I will stay with the child and make them feel comfortable. Febrile convulsions- I would be able to recognise a child with febrile convulsions as the child may be experiencing, loss of consciousness, a short spell of not breathing, heavy dribbling, neck and back arching, body rigid and shaking and heavy dribbling. I will perform the following to prevent the child from choking or injuring themselves: I will put the child on their side making sure the airway is open, I will clear any surroundings objects, if the child is hot I would help to cool them by opening a window or putting a fan on or I will remove some clothing, I would place the child in recovery position, also sponge the child down and if this is their first convulsion or does not stop after three minutes then I will dial 999 for an ambulance. UNIT 2 5.1 Describe how to recognise and treat the effects of extreme cold for an infant and a child- If body temperature drops to below 35 degrees, hypothermia will cause a slowdown in the working of the body and can lead to tissue damage and death. I will look for: – Low body temperature. – If the child is being sluggish or unconscious. I will treat the child who is suffering the effects of extreme cold by bringing tem into a warm room or close to a warm body, I will wrap the child in a blanket or coat, I would call for an ambulance and encourage them to drink warm drinks. 5.2 Describe how to recognise and treat the effects of extreme heat for an infant and a child- It is easy to recognise when a child is too hot, they may show signs of: heavy sweating, tiredness, feeling sick and generally ill, high temperature, rapid breathing, febrile convulsions in babies and small children. When the body temperature is over 40 degrees this can cause heatstroke and can result in brain damage or death. Heat exhaustion is more common in children, especially if they have been playing out in hot weather. It can be life-threatening if a baby or young child overheats. If this happens I would move the child out of the heat and give them plenty of water to drink, I would cool them by applying cool water or cool cloths, I would remove excess clothing then if there is no improvement, or if I suspect heatstroke I will call for an ambulance. UNIT 2 6.1 Describe how to safely manage an incident involving electricity- If there is an incident where a child has been in contact with electricity, the priority is to isolate the source. If possible I will switch the power off at the mains or master switch. If this is not possible I could get a wooden broom or chair and push the child well away from the electric source. I do not want to rush in to get hold of the child; this will result in me also being injured. 6.2 Describe first aid treatments or electric shock incidents- Exposure to electricity can stop the heat. If this is the case then I will start ABC: Airway. Breathing. Circulation, and call for an ambulance. The places where the electricity has entered and left the body may have burns that need first aid treatment of lots of cool water. But I will only give this after the power source has been switched off or the child has been safely removed. 7.1 Describe how to recognise the severity of burns and scalds to an infant and a child and respond accordingly- There are three factors that affect the severity of a burn or scald: – Size, witch it usually described as a percentage. The palm of the hand is about 1% of the body skin. – Location, a burn to the face, feet, hands or genitals are more serious. – Depth. Burns occur when the skin is exposed to heat or chemicals, for example fire, sunburn, friction, acid, bleach or garden chemicals. Scalds happen when the skin is exposed to hot fluids, for example boiling water, steam or hot fat. Burns and scalds are usually divided into three categories depending on how much damage they cause to the skin and underlying tissues. First-degree or minor burns are superficial and affect only the outer layer of the skin, making it red and sore. Second-degree or partial thickness burns extend below the surface of the skin. The skin looks raw and blisters form. Third-degree or full thickness burns damage the entire layer of the skin and underlying tissues to affect nerves, muscle and fat. The skin looks pale and waxy. First-degree burns can be recognized by slight swelling and redness. In second-degree burns, the skin looks red raw and blisters will appear. Black or waxy skin indicates a third-degree burn and that the burn is serious. Serious burns can cause shock. A scald in the mouth or throat, may cause swelling and make breathing difficult. Scalds are caused by liquids e.g. water or hot drinks. Burns can be caused by fire, electricity, the sun, chemicals or very hot materials such as metals. UNIT 2 7.2 Describe how to treat burns and scalds to an infant and a child- I would seek medical attention for any child with a burn that is: †¢ Causing serious pain. †¢ On the face or hands. †¢ A chemical or electrical burn. †¢ Deep or blistering. †¢ Accompanied by inhaling smoke or fumes. †¢ No larger than a postage stamp. First-degree burns can be treated at home and usually heal in seven to ten days. Second- and third-degree burns are much more serious and require medical attention as there is a risk of infection and shock developing. I would act immediately to a child who has a burn or scald; I would cool the burn with cold water- preferably under gently running water, for at least 10 minutes. I will remove any clothing that is not stuck to the burn. I would cover the burn with a sterile or clean dressing, or even a clean plastic bag; this will keep the air out of the burn. If there is any burn or scald on a baby or young child I will call an ambulance straight away. 8.1 Describe how poisons enter the body- Poisons can entre the body by being swallowed; for example cleaning fluids, tablets. Also be being breathed in by fumes and dust. Or it can entre the body through the skin e.g. fluids, powders. Here are some common examples of items that can be poisonous: Cleaning fluids can burn the mouth and digestive system when took if in unlocked cupboard. Sleeping tablets from unattended handbag can make a child unconsciousness and possibly result in death. Poison ivy plants can cause severe irritation and blistering to the skin. UNIT 2 8.2 Describe how to recognise and treat an infant and a child affected by common poisonous substances, including plants- Each poisonous substance will have a different effect on a child’s body, depending on what the poison is and how it has entered the body. When I find a child who I suspect has been poisoned I will look around for evidence like: †¢ Open drug containers. †¢ Open chemical containers. †¢ Unusual smells on child’s breath. †¢ Unusual smells, such as gas fumes. I would recognise if a child has been poisoned as they may show signs of: †¢ Vomiting. †¢ Pain. †¢ Burns around the mouth. †¢ Blisters or swelling. †¢ Drowsiness or unconsciousness. †¢ Severe rash or itching of the skin. I would treat the child by dialling 999 for an ambulance, I would try to find out what the child has taken, how much and when or what they have been in contact with and I will give my evidence to medical help. If the child is unconscious, I will check the airway and put the child in the recovery position. If the child has been poisoned by a poisonous plant I will rinse the skin under running water. 8.3 Identify sources of information that provide procedures for treating those affected by poisonous substances- UNIT 2 9.1 Describe how to recognise the severity of bites and stings to an infant and a child and respond accordingly- It is important I recognise when medical intervention is needed and make sure the child gets it. Most bites and stings are quite minor and just need cleaning or stings removing and reassurance. The most dangerous reaction a child would get from a sting or bite is if they are allergic to the sting or bite. Allergic reactions can develop very quickly. I would look for: †¢ Difficulty in breathing. †¢ Severe swelling at the site. †¢ Swelling of the face. †¢ Redness and raised rash. If a child had this type of reaction I would call for an ambulance immediately and inform there parents. Bites are usually easy to recognise. If a child has been bite I may see teeth marks or puncture wounds. Any cuts will usually be jagged. The bites also usually will have bruising with them, so I would see that the area is red and it may be slightly swollen. If I see the bite is badly bleeding or the child is seriously injured I will control the bleeding and call for an ambulance. But if the bite is not that serious I will wash the area thoroughly and apply a cold pact to the area to ease the swelling. I will also apply a dressing if there are breaks in the skin. I would recognise an Insect stings as the area would be red and may have mild swelling. Also the child would be complaining that it is painful and itchy. I would move the child away from any further risks of stings. I would check the area that has been stung and remove any sting by scrapping away from the area with my fingernail or card for example. The Problem That Can Be The Most Challenging For Myself Essay

The scenario that can be the most challenging for myself is the one relating to the murder of a 4-year-old child. Personally speaking, it always considers an exasperate situation any case of child abuse or neglect. This scenario does not just tell of abuse or neglect of a child, but a child murder. As a human being, parent and teacher, a murdered of a 4year child is someone I would never want to encounter in my life. When it comes to children, any time someone causes pain to a child, considering that it could happen to my own child. In the case of this 4-year-old child, as a mother and a friend it will be very painful to know that someone close to me went through these circumstances.
